Before I was using PSP. For this one I used Flash, drawing it in a single frame and then screen grabbing and pasting into PSP. A ludicrous way to do it, but I know of no other way to get my brushstrokes anti-aliased.
Try out the Gimp with the paintbrush tool. It’s a bit clunky but works quite well for this sort of thing, and it’s free. http://gimp-win.sourceforge.net/

Accquire Corel Draw, as someone said previously.
Actually, don’t. It’s £300, whereas this isn’t costing you anything.
